SwimSafer Program Singapore: An Overview (Part 1)


1. What is the SwimSafer Program?


The SwimSafer Program is a comprehensive national initiative aimed at equipping individuals with essential swimming and water safety skills. This program initiated by the National Water Safety Council, in collaboration with the Singapore Sports Council, is structured into progressive stages to ensure participants build a solid foundation in swimming proficiency and safety awareness.


The SwimSafer Program consists of a total of six stages, each targeting different levels of swimming ability and water safety knowledge. This article will focus on the first three stages.


2. Overview of SwimSafer Stages (1-3)



Stage 1: Introduction to Water Skills

This stage aims to develop confidence and independence in the water while teaching general and deep-end water safety. Participants learn forward and backward movement, safe entry and exit techniques, and personal water safety. By the end of this stage, swimmers should feel comfortable in the water and be able to perform basic tasks safely.


Stage 2: Fundamental Water Skills

Building on the foundation of Stage 1, this stage focuses on general skill development, including unassisted step entry into the water, sculling, and feet-first surface dives. Participants also learn personal water safety skills and safety practices for various aquatic environments. The goal is to achieve 25 meters of continuous swimming.


Stage 3: Personal and Stroke Development Skills

This stage introduces principles of personal survival and basic rescue skills. Participants practice sculling, underwater skills, and using personal flotation devices. The aim is to enhance stroke techniques and achieve 50 meters of continuous swimming while learning essential survival skills.


3. Benefits of the SwimSafer Program


Lifelong Skills: The skills learned in the SwimSafer Program are not just for the pool but are applicable in various water environments, contributing to overall safety and well-being.


Safety Awareness: Emphasising personal and group safety, the program prepares swimmers to handle water emergencies effectively, reducing the risk of drowning and water-related accidents.


Progressive Learning: The structured stages allow participants to progress at their own pace, building a solid foundation before advancing to more complex skills.
